The 21st China Changchun International Sculpture Symposium
 
Calls for Sculptors

 
 

          For more than 20 years since 1997, the city of Changchun has held  international sculpture symposium for 20 sessions, resulting in a collection of more than 872 pieces (groups) of sculptures created by more than 540 sculptors from 216 countries and regions. The China Changchun International Sculpture Symposium has spread its influence all over the world, and artists take it as a great honor to be invited to Changchun sculpture symposium. Over the years, the China Changchun Sculpture Symposium has now become a platform for displaying sculpture and enhancing dialogue around sculpture creation.
 

          In accordance with the requirements of the overall goal of constructing a famous sculpture and cultural city in Northeast Asia, the People's Government of Changchun City will continue to hold the 21st China Changchun International Sculpture Symposium in 2020. The finally selected proposals will be funded to be fabricated and will be  permanently installed in important public space nodes such as Changchun People’s Street, and Jingyang Road -Jiefang Road - Jilin Road. We sincerely welcome submissions from artists all over the world.
 
 

          I Background Information:  
 

          1. People’s Street is the north-south main axis of Changchun city. The construction of this street has lasted for hundreds of years within several different historical periods. As far back to the thirty-third year of Guangxu Period of the Qing Dynasty(1907), Japan purchased the land in Toudaogou ( now the Changchun Railway Station area), built the Changchun Railway Station, built a 175-meter-diameter street square in front of the station, and a 900-meter-long street to the south of the square, which is the northern section of the current People’s Street (from the station to the northeast corner of Shengli Park, a section in the northern part of Toudaogou road). This is the original prototype of People's Street.
 

          This street was originally named “Changchun Street” by the Japanese following the Chinese way of naming places. In 1922, the Japanese colonial authorities changed the names of all the streets along the Manchurian Railway to Japanese-style name, “Changchun Street ” was changed to “Chuodori” ( Central Access, which means Central Street). This name for the northern section was used until the Japanese imperialists surrendered in 1945. After the fall of the Northeast China, Changchun became the center of Japanese imperialist’s reign in northeast China. The Japanese then carried out urban planning and construction on a large scale.
 

          In order to complete the “Central Access” and built it as the central longitudinal axis of the city, this street was then extended southward and named “Datong Street”. South from the gate of Shengli Park, the road was broadened to 54 meters, and was divided into fast and slow lanes separated by 4 green belts of border trees. This project started in 1932, it reached near People’s Square area in 1933, reached Jiefang Road junction from 1935 to 1936, reached Weixing Road intersection from 1937 to 1938, and there was no major change after 1939. The section of the street that is south of Gongnong Square has fast lane only, there is no afforestation along this part. And for the section that is south of People’s Square, there was no pavement along the sidewalk.
 

          The lanes are all paved with mainly gravel foundation and partially non-reinforced concrete foundations. After the victory of the Anti-Japanese War, the Soviet Army entered Changchun and built an Air Force Memorial Tower for themselves in the center of the People's Square. The street was then renamed “Stalin Street”. After the Kuomintang took up Changchun in May 1946, the street was divided into two sections. The northern section was changed to “Yat-sen Street”, and the southern section was changed to “Zhongzheng Street”in name of Chiang Kai-shek. The central square was changed to “Zhongzheng Square”.
 

          In October 1948, the Chinese People's Liberation Army liberated Changchun. Since then, this beautiful city of Changchun returned to the hands of the people. In March 1949, in order to express the friendly relationship between the Chinese people and the Soviet people, this street was named “Stalin Street”, in the name of Stalin, the head of the Soviet Union. On May 1, 1996, it was renamed “People's Street”. Now, the street runs about 18 kilometers, north from the North Ring Road, south to the south Changchun Ring Expressway. With the development of the city, it will be further expanded. On June 30, 2017, Changchun Metro Line 1 was completed and put into use.
 
 

          People's Street, where the city's "DNA" is gathered, is known as "Changchun’s First Street". From the perspective of time, it is a hundred-year street and it has witnessed a century’s urban development. It reflects the coordinate of urban growth. From the perspective of space, it is the central axis of the city and its backbone. From the perspective of function, it is the city’s central service belt which integrates multiple function such as politics, commerce, finance, culture, education, transportation, etc. People's Street is an important window for displaying the city's image to the outside world. And the image of this street is positioned as an international street with one hundred year history.
 
 

          2. Jingyang Road - Jiefang Road - Jilin Road is the east-west main axis of Changchun City. It connects the the Airport Express in the east and Changchun West Station in the west. Jiefang Road, running from Changchun Bridge in the east , to West Jiefang Overpass in the west, attained this name as to commemorate the liberation of the Chinese people. This road was built during the pseudo-manchurian period in 1933. It was called “Xingren Road” then, and was renamed “Jiefang Road” after the liberation. Previously, Jilin Road also included the current Jiefang Road (the section from People's Street to Yatai Street ), after crossing Nanguan, it runs straight to the east and it connects to the former Jingji National Road, which was a gathering place for Chinese labor.
 

          Since 1990s, the surrounding area of Jilin Road received some reform and development. The government has made much effort to forge the “guests welcoming road”. It was expanded to Dongfang Square in the east. Jingyang Road starts from West Ring Road in the west, and runs to West Jiefang Overpass in the east. Presently, the western extension line is in construction and the finished line will lead to Changchun Western Station. On August 30, 2018, Changchun Metro Line 2 has been completed and put into use. Roads are the bloodline, soul of urban development, and the witness of the city’s history. Jingyang Road - Jiefang Road - Jilin Road has witnessed important development, especially several leapfrog growth of this city. It has left unique resources and cultural deposits for the city.

          III Creation Themes:
          The theme of this year’s symposium is “City · Development”. The sculpture works should correspond to the urban planning, economic state and cultural characteristics of Changchun. The works should help to improve the city’s artistic taste as a “sculpture city”, and assist to build a safe, green, open, interactive and inherent city axis that has “life, mission, and vigor”, embodying the vigorous development of Changchun city, its cultural legacy and urban spirit.

 
          IV Construction Sites and Solicitation Scale
          1. A total of 45 sculpture proposals will be selected (please see the attachment for each construction site’s environment. A field trip to the construction site will not officially be organized, the contributors can go to the site on their own)

          2. About 40 pieces of sculpture proposals are planned to be finally selected. (this quantity will be adjusted according to the quality of the works). Group sculpture works and figurative sculpture works are encouraged.
 
 

          V Collection Methods and Requirements
 

          1. This symposium adopts a way of special invitation and public solicitation together, mainly targeting at internationally known art institutions, colleges and universities, and sculptors.
 

          2. Applicants should get access to the submission system by logging in the website of Changchun World Sculpture Park on the column of “Information”, and download the “ Instruction of Sculpture Construction Site for the 21st China Changchun International Sculpture Symposium ” .
 
 

          3. Applicants should submit the proposals via the online submission system (http://222.161.237.30:30080). Please choose one of the following web browser for logging in the submission system: Internet Explorer 10 or above, Mozilla Firefox or Google Chrome. (The submission system will not be activated until January 15, 2020).
 

          4. One proposal corresponds to one position only( When you submit proposals on line, please choose the serial No. of the corresponding construction site.) Multiple submissions with one proposal for other positions are not allowed.
 

          5. The deadline for submission is February 29, 2020. (In case of any special circumstance, please directly contact the organizing committee office ).
 
 

          VI Creation Requirements
 

          1. The works should be able to catch the development of the new era, adhere to the creation orientation that is centered with common people , give respect to the diversity of culture, and embody China’s openness to the international world. All the submitted proposals are required to be original urban sculpture designs with distinct theme, unique, concise , delicate, and harmonious form,  and with a strong sense of beauty and visual impact. The proposed works are expected to be featuring in beautiful forms, high artistic values, and meet the special requirements of public art, which are practicability, security and permanency. Works which can reflect the local features of Changchun city, reflect the contributor’s aesthetic perception and deep thinking are encouraged are highly appreciated.
 
 

          VII Evaluation and Reward
 
     A judging panel composed of well-known sculptors and artists will evaluate all the proposals and vote to select the finalists. The final results will be published on the website of Changchun World Sculpture Park.(http://www.ccwsp.com/)
     The organizing committee will mail to the selected sculptors the invitation letter and the symposium participation contract stipulating the responsibilities, rights and duties of both parties. The selected sculptors should send back the signed contract to the organizing committee.
     When the final installation of the selected sculpture is over, the author will be awarded 60,000 RMB (after tax) as the creation fee and a certificate issued by the organizing committee.
 
 

          VIII Production
 

          1. All the selected sculpture works will be enlarged by the organizing committee collectively. The authors must be present at the production site to enlarge the maquettee in person (Changchun City, Jilin Province). The organizing committee will provide the artists with assistants for the production of the work and cover the author’s (himself/herself) travel expenses (one-time round trip economy air ticket from the author’s residence to the production site ) and the author’s accommodation during the enlargement of the selected sculpture.
2. It is required that all of the selected sculptors should bring the final maquettes or the 3D digital files to the organizing committee when they come to Changchun to enlarge the sculptures on site. The maquettes will be permanently collected by the organizing committee and the authors will be awarded the collection certificates.
 
 

          IX Important Time Schedule
          1. Calling for Proposals: January 1, 2020 to 29 February, 2020.

          2. Evaluation: confirm the selected sculpture works and release the results of the evaluation on March, 2020  
          3. Production and Installation: early July , 2020- late August, 2020
      4. Opening of the Exhibition: September, 2020
 

          X The statement
          1.All the contributors are considered to have acknowledged and will comply with the provisions of this announcement.
          2. The submitted work must be original and the author shall own all intellectual property rights of the work. The design should not infringe any third party’s patent, copyright, trademark right, reputation right or any other lawful rights and interests.
          3. All literal information, picture, graphics, audio or video materials contained in the proposed design receive the legal protection for copyright, trademark, and other proprietary rights. They are not allowed to be published or broadcast without the consent of the participating artists.
          4. The organizer has the right to compile, publish and release the selected sculptures and authorize Changchun Municipal People’s Government to use them for public welfare purpose, etc.
          5. All disputes concerning this event shall be governed by the relevant laws of the People's Republic of China.
          6. The organizer reserves the final right to interpret all documents of this event.
