In order to meet the need of our nation’s construction and development of  sculpture parks and to explore the theories and methods based on the fundamental rules of our nation’s construction and development of sculpture parks, the National Urban Sculpture Office and Changchun Urban Sculpture Office jointly applied to the Ministry of Housing and Urban-Rural Development for the project “The Development and Countermeasure of Sculpture Park”, and was successfully selected for “2012 Science and Technology Project Plan”. This is the first department-level scientific research project to take Sculpture Park as its research object, which will be of great significance to the improvement of the quality and level of the construction of our country’s sculpture park.

On the afternoon of February 12, 2014, the project’s acceptance conference was held in Beijing’s China Architectural Cultural Center, and was attended by many experts from the Department of Building Energy Saving and Science and Technology in the Ministry of Housing and Urban-Rural Development as well as the relevant responsible comrades from the research group, including Song Chunhua (the former vice minister of the Ministry of Construction, and honorary chairman of Architectural Society of China), Qin Pu (professor of China Central Academy Of Fine Arts), Zhu Ziyu (deputy chief planner of Chinese Institute of City Planning), Yu Huayun (director of Beijing Administrative Office of Urban Sculpture Construction), Li Liang (deputy secretary-general of Chinese Association of Parks), Lin Wei (deputy director of Changchun Administrative Office of Urban Sculpture Planning), and Wang Mingshan (director of Changchun World Sculpture Park).
After listening to the relevant reports of the research group, the expert group inquired into the project research from such aspects as the project organization, key technology route, expected outcomes, and application prospects of the research project. The experts put forward some constructive suggestions on the research project, and Song Chunhua, the head of the project acceptance expert group, made a concluding speech and he pointed out, “Project ‘The Development and Countermeasure of Sculpture Park’ was listed as a research programme of Department of Science and Technology in the Ministry of Housing and Urban-Rural Development, which has guiding significance for the planning, construction and development of our country’s sculpture park. The construction of our country’s sculpture park has just started and will be faced with many problems such as the unbalanced development among regions, the lag and lack of relevant laws and regulations, the less investment of the local government, the leader’s attitude and the backwardness of the operation and management methods and so on. The research achievements of the project ‘The Development and Countermeasure of Sculpture Park’ may have a guiding effect on the construction of our country’s sculpture park.” Meanwhile, Song hoped that the project could be complemented and perfected gradually through the practical activities among regions so as to become an operational and instructive research project.
    At last, the project acceptance expert group reached an agreement that “the research group of Project ‘The Development and Countermeasure of Sculpture Park’ has finished the research content stipulated in the assignment book and met the requirements of the assessment index. The achievements of the research not only fill in gaps in this field, but also can be the basis of the future research, and have gained the acceptance.” According to the experts’ opinions, the office of the National Urban Sculpture Committee will further improve the project research report and gradually carry out the promotion and application work combined with the local practical works.
